up to 70 percent...

What are posters thoughts on this?

MCC can opt to fund "up to" 70% of the capital required... for an equal proporion of offtake rights.

There is a massive difference between say, MCC funding 20%-30% of the project ($630-$840million of the $2.1Billion) and 70% ($1.47Billion).

Is there any reason to suspect that MCC will opt for any less than 70%?

Why was it capped at 70%? Why were MCC not given the opportunity to fund 100%?
