19. Given how recently Omicron was identified and how recently it has taken hold in various cities and countries, there are still large gaps in what we know about its impact.
However, laboratory and epidemiological information is starting to emerge that suggests that Omicron poses a clear and present risk above and beyond the risks posed by other Variants of Concern, including Delta.
These risks must be taken seriously. As the Act indicates and requires, a lack of full scientific certainty is not a reason for postponing measures to prevent or control the public health risks described below.
