I guess that such a decision from the Government could be at anytime... so at the time of writing the ASX response, they may not be aware of anything but an hour later an outcome may come through.
The rise is probably due to a culmination of things: the PPP report, the EOFY approaching and the expectations that a decision must be drawing nearer.
Anyway, at least we know it can get up... and will continue to do so.
