I actually think the plant is well capable of 80ktpa+ with some minor mods, so no need for another plant at this stage.
The catch is, as mal eluded to is can MCO stope 80-100ktpa of ore...
That is the question. The bean counters can stress over 80-100% recovery or tax this and that, but if MCO can process something in the order of 60-80ktpa @ historical grades or near to then the share price will be $1+ in the next 12 months. We know the grade is there, the plant is there, the winder is there but can the engineers plan it and the crews do the business, thats what the bet is about....
