China did own a substantial part of MP and because of that MP could not participate in USG programs. Over last two years MP has had two SPOs and China's ownership is down to where it does not interfere. Much of the stock sold in SPOs was from China little was new shares to finance the company. That is why MP did not compete with Lynas when Lynas was included. Why MP is included now.
