I find today's draft decision to not declare regional roaming disappointing.

It is a waste of resources to doubling/tripling up on towers when they can be coordinated and have all of Australia covered much faster. I thought it is plausible to mandate roaming with the condition that each and every telco have to expand into rural areas in order to access other telco's network.

correct me if im wrong, but Telstra's "investment" in rural area is largely funded by the black spot program, paid by all tax payers. Telstra should be just a contractor not the owner of the towers?? It is a public infrastructure.
