There are constraints on casing design..one of them being well control requirements. The final hole size also dictate how many strings of casing can be run. Also note that that for every open hole section you case off you need to run wireline logs before running the casing. While footage charges may be less you still have fixed rig up and other charges that would add to total wireline costs for the well.
