From my limited experience, there is a traditional quiet time over the festive season where 'non essential' surgery procedures are scaled back but not completely stopped. There may be fewer non essential surgical procedures being performed, for a few days or weeks spread across the xmas new year period, but not completely ceased, and, emergency procedures still get performed.
Just my experience. Not saying that how things happen everywhere, but how I have seen it.
