TFNSW will issue a RFQ in the concrete section it will say needs to meet xzy performance criteria
if you were tendering would you
a) use an expensive unneeded product that would reduce your margin and require you to upgrade the plant, reconfigure your mixes, procedures + train drivers and batchers, basically throw out your historical baselines
b) meet the criteria with mixes you use day in and day out with standard materials and have a higher margin
