I work in environmental approvals including stakeholder consultation in WA, mostly in O&G and I can 100% confirm farmers (and fishers) can and often do preclude land access completely or at certain times regardless of the compensation offered. They often have contracts to fulfill and also are reluctant to lose yield as that can affect future years sales if buyer can't trust delivery.
