Looks like President Xi has visited a Rare Earth Plant in China and there is talk abounding that China might be about to cut Rare Earth exports to the USA in retaliation for the tariffs. Would drive the price of Rare Earth exports up and also provide impetus for Western Nations to develop rare earth deposits outside of China.
That seems to be what is driving all rare earth's up today.
