Isn't the reason for the U.S. Listing the fact that the DOD CONTRACT has to be awarded to a substantially U.S. Company? Will any delay in listing be detrimental to getting the deal done? What if the contract is ready to be awarded and the listing has not yet taken place, does it mean the 2nd most suitable company could get the contract?
