Depends on your definition of: long-term (20-30 years), medium term, and short-term. I would suggest that David and BoD, particularly David, are receiving sufficient remuneration and other expenses that there is no-incentive to progress the project as a matter of urgency, in the comfort that they have a good shareholding, which will grow with more incentive options over the long-term. As you suggested 2025 is neither here, nor there. Why not 2030, or 2040?
Note that David and the BoD are employees of 88e, not the owners, and must be making decisions in the best interests of the shareholders and company, not their own best interests.
