well someone's not doing their job properly. If they have a spare then it should replace the current one, if not then Philw is correct and they're flying by the seat of their pants. If the replacement spare suffers from the same problem then they've underestimated the rock hardness and bought the el cheapo motor . The other possibility is the vendor is selling them motors which aren't capable of doing what they're supposed to do, in which case they're buying the el cheapo motor again made by dodgy co.
