I have dug around on the EL for the Upper Tailings. The Central Me'ekamui JV did initially apply for this EL but the application was withdrawn.
As far as we know the EL has not been granted to anybody yet as no Warden's hearing has been held. There is a small alluvial project underway with a Chinese operator on the property of one landowner.
I have found this Bougainville Copper Ltd case listed for this afternoon in Port Moresby.

Funny, no announcement & against their major shareholder. One would think the PNG & ABG governments call an Extraordinary General Meeting & on numbers spill the board, replace them & call it off. BCL are just wasting shtheir shareholders money, most of which will eventually go to the ABG for Bougainville remediation.
