They own the same proportion of BCL as the National Government does (36.4% each). This assumes that the National Government controls the 17.4% of shares given to them by Rio in 2016 (they already held 19.1%). According to the BCl report of February 2017 they were going to hand them over to "the people of Bougainville". IF they still hold them, then between them the National Government and J P Morgan Nominees Australia (14.4% as at February 2017) own over 50%. The question is who controls that 17.4%?
