Definitely a possibility that Ding/Ma are apart of these meetings. There are a few articles floating around that discuss China Mineral Resource Group and a few of the above mentioned SOE's (key members) were apart of these meetings. One would presume, if Ding/MA were not in attendance, the project has been discussed at length. ANS/Ding are now in the drivers seat. Ding has both Congo/Cameroon onside as well as China. If this region is to be unlocked now is the time! IMO the stars have alined for this deal to go ahead!
