Not sure I'd say WPL has "new-found FLNG expertise" - unless you mean they've just discovered it's cheaper than shore-based LNG!
It's an interesting debate for Leviathan. Israel is a much cheaper development environment than WA, particularly in terms of labour (Israeli salaries are very low and the country is so compact the workforce would be local - no $250k FIFOs there).
So I don't think FLNG will make anywhere near such a saving for Leviathan as it would for Browse.
But FLNG, being well offshore, would probably be a lot safer from militant attacks than a land-based plant. It would only take one Hezbollah rocket to hit an LNG tank to have a disaster on their hands.
