The land based solution through Turkey is only being floated by Delek to get WPL to pay more and I think Netanyahu has already decided that Israel wants FLNG offshore. The further away it is from land, the better and he didn't invite WPL in for nothing.
Given the fact we have heard no outright no, one can conclude that negotiations are continuing and progressing. The secure nature of the discussions and political implications probably means nothing will be leaked until early-mid next year, which was what I originally expected - i.e. 6-9 months for negotiations and planning, once the government approved exports in October.
