I doubt Dikilushi has anything to do with the Chinese, it's far too small. Kinsevere and Mutoshi are much bigger resources and would be far more desirable.
If the NGOs have been influencing the commission then the targeting of Dikilushi makes much more sense.
As stated before Dikilushi has World Bank insurance cover, but I really don't think it'll come to that.
