Problem is, they already have the upper hand. PDN must sell a partial stake, and the announcement said "will recommend to the board on it's preferred partner" So the people who are bidding will all be trying to put in the lowest possible high bid. (Does that make sense?), as opposed to aggressively pursuing a stake.
