As far as I know, a Receiver can't spent anything unless it concerns his immediate duties.
An Administrator can with the aim of salvaging something which can continue under SGW's name.
In this case the liabilities are so unsurmountable that in effect he becomes a "Receiver", a disposer of all items.
The only advantage the Creditors have is that disposal may proceed in an orderly manner and in such a way that the best possible prices can be obtained for certain items.
Under a normal Receiver, there can be crash sales which are not in the interests iof the Creditors.
