    "No need for a Permanent Depository Facility in Lynas
    PETALING JAYA (Sept 26, 2013): There is no need for a Permanent Depository Facility (PDF) in Lynas Malaysia Sdn Bhd at this stage.
    Lynas Malaysia vice-president and managing director Datuk Mashal Ahmad said that they had successfully found a method to convert Water Leach Purification (WLP) waste into save commercial products.
    “The PDF is used to store very low level WLP residue and is only required in a chemical plant as a safety measure in any case the plant is not able to convert the WLP into safe commercial products,” He said this at a lecture entitled “Rare Earth: Towards a Greener Future” at University Malaya here today.
    “However, I don't intend to build the PDF as to date, Lynas has already developed the product into non-toxic, non-leachable and non-radioactive. The PDF has in fact become irrelevant but because the local government requires us to send in a PDF building plan, we have done sohe said
    Mashal also explained that the WLP are products that are co-products generated from the leaching process to recover Rare Earth elements.
    “WLP product contains low levels of naturally occurring radioactive elements of thorium (6.0 Bq/g) and uranium (0.02 Bq/g),” he said.
    To ensure safety of employees and people who live in Kuantan, Lynas had also embarked on a Radiation Monitoring Programme.
    “The Aerosol Monitoring System has proven that the Lynas Advanced Materials Plant (LAMP) did not cause any change in radiation level. This measurement was done in the span of eight months,” he said.
    He also added that the Radiological Impact Assessment (RIA) showed that actual occupational external dose exposures were less than the constraint limit of 6mSv per year and much less than the Atomic Energy Licencing Act's 20mSv permissible limit for radiation workers.
    “The permissible limit for public is 1mSv per year and the radiation exposure to public from the Lynas plant is at 0.002mSv, which is 500 times lower,” he said.
    He also added that the Lynas plant should not be equated with the Fukushima radiation as these are two different plant nature.
    “I do not want to postulate on the matter. If there is power failure in our plant, we will shut it down,” he said.
    The Lynas plant is expected to operate on full steam by the end of the year, said Mashal. Questions were also raised to why Lynas is not staying in Australia?
    “It is mainly because of economical costs. It makes more sense to place the plant in Malaysia as it is more cost effective.
    An example will be, 1 cubic metre water is charged at RM0.68 in Malaysia, while in Australia, it is RM6.
    “Malaysia was also selected because of its ready available technical manpower compared to Australia's insufficient manpower in the field,” said Lynas Malaysia communications and public relations general manager, Amin Abdullah.
