I presumed it was customer certification that he was referring to:

BTW, "We have found a commercial application for the WLP as a road base. We have submitted the plan to the government and we are now awaiting approval," has to be a big plus as the WLP was the problem child. Approval here should make the waste issue go away for all but the noisy watermelons.
