Leading technology company CommSecure Limited (ASX: CMS) today
announced that it has formed an alliance with Westpac Banking
Corporation to provide electronic bill presentment and payment
services to local government customers.
The two companies have secured their first customer for the new
service.
Westpac will provide CommSecure's BillSecure electronic bill
presentment and payment (EBPP) service to its Local Government
customers. This includes the new BPAY View facility that enables
consumers to receive, view and 'BPAY' their bills through their
Internet banking website. In addition the service allows ratepayers
to pay bills via a council's website.
This is an enhancement to the traditional BPAY service whereby people
can pay their bills online but cannot see actual copies of the bills.
By registering to 'View and Pay', people can now see outstanding
bills and pay them quickly and securely without leaving their
Internet banking service. It also means they only have to remember
one set of log in details to access both Internet banking and bill
payments.
CommSecure will provide its BillSecure service on a per-payment
basis, collecting a percentage of each transaction.
By leveraging CommSecure's existing e-commerce infrastructure,
Westpac and its Local Government customers can deliver HTML copies of
bills and settle electronic payments with minimal upfront IT
investment. CommSecure in turn is further developing its annuity
income streams.
The new service is attractive to councils because it will reduce the
need to distribute paper-based bills and cuts costs associated with
receiving payments. At the same time, it provides ratepayers with a
new, convenient and low-cost way to make payments. BPAY View also
enables councils to communicate directly with ratepayers by combining
important notices and marketing messages with electronic versions of
bills shown online.
"BPAY View is not only a very convenient and cost-effective billing
system, it is also a great one-on-one marketing environment," said Mr
Ray Loyzaga, CommSecure Managing Director.BPAY is backed by the
banking industry and has quickly become Australia's leading telephone
and Internet payments service. More than 9,000 companies now accept
BPAY payments and in a typical month Australians use BPAY to pay 8
million bills with a value of more than $3.8 billion. Of these
transactions, more than 57 per cent are processed through Internet
banking services. The introduction of BPAY View is expected to
further drive the popularity of Internet billing.
