FAR can quite easily say - If you dont have a bid in by X date, we wont be considering any bid.
There is a date in the near future where FAR can no longer even consider accepting a bid and has to proceed with the WPL offer given the risks to the whole company if a bid falls over and the WPL offer has been rejected (in which cae we are absolutely stuffed)
