why can't you spray with water?? they usually have heating systems for the water. sometimes they use the machines themselves to heat through jacketing systems. they suppress the dust and if the road is sealed they then plow the frozen water mixed with dust. it's actually easier to control then in hotter climates. I have witnessed this myself. doesn't make sense to consider this a problem.
