Namibia gets royalties, it's not like Namibian's were going to explore their backyard and invest billions in developing commodity plants for themselves.
And I don't think Uranium is really, in a windfall situation when it has been battered by the economy and 1 in a zillion year triple whammy of earthquake, tsunami and nuclear knee-jerks.
