The water question has been asked and MoUs have been signed with NAMwater already. There are plans for construction of a major desal plant on the coast specifically for the U industry so hopefully that box has already been ticked. Not sure why you say this needs answering because there seems to be a very strong plan in place here?
As far as the sovereign risk profiles, Namibia is way above a lot of other countries so its really a general question that could be asked of probably the majority of the world's mining operations. Not saying risks don't exist but its not really a BMN specific thing. Any mining operation in Africa is equally or moreso at risk.
