I have to agree with mudguts on this one. Ross is probably not far from obtaining final NRC authorization to operate. Granted, it may take a few weeks or months, but the remaining issues will likely be resolved. I have no clue how the NRC's Commission will finally rule on the intervenors' petition, or whether the ruling will be appealed to federal court, but Wyoming ISL projects have historically been approved, in contrast to other US states (Colorado, South Dakota, New Mexico).
