Have you heard of RESOURCE risk? Try ENVIRONMENTAL, SOCIAL or POLITICAL risk? These must also be taken into consideration when assessing the viability of a project, or whether POLICY decides whether a resource is developed domestically or not.
You mention Objectivity? Try TRANSPARACY on for size, and apply it to management over this sorry saga.
