I still don't understand, will they be able to mine the REO and just avoid or dump the uranium ore without processing it, or will they be unable to mine even the REO on the grounds that the uranium ore inevitably dug up will cause environmental harm? If the former that's not so bad, but if the latter then the shares will be worthless except as an option on some future government changing the policy.
