I think that the White paper will follow due process with the Authority. Under the current conditions GML have been working with. iI nothing seems to have changed or be untoward then the Authority are duty bound to pass.
The next point then becomes the issue with the Parliament and the Ban Bill. and how they address the existing conditions that GML have and the new BILL. It has not yet gone through all the readings with the committee and it has not been voted on by the full Parliament....
It is not as simple as many would think....
