uranium set for a turnaround?

MEY or rather WME as it was once, hit a high of .28 in June 2009 which corresponded to a high in the u3o8 price of $54/lb.
Since then the spot price of u3o8 has gone down as has the SP of most uranium companies(explorers ,juniors and majors alike).
We know that.We also have read before the contents of this recent report I read with one exception, and that is, that this bloke is a bit more bullish on the short term price of u3o8.It's about time we had some positive expectations!!
