The basic reasoning is overly simplified IMO. The writer needs to read up a bit more about secondary uranium supplies and also needs to understand that the megatons to megawatts program is ending not because they have run out of nuclear warheads to downblend but because it is cheaper to enrich uranium and Russia clearly believes they have enough uranium to enrich at this point in time and into the near future. If they have to, Russia can always resume downblending nuclear warheads again.
Anyway, please don't get me started or this thread will simply get out of hand.
