PEN will receive their final approval today in the US which paves the way for them to formalise finance arrangements (somewhat in place) to further construction as well as negotiate LT pricing agreements.
It will interesting to see how long it takes them to achieve presales and at what price. Not even the Kazakhs would make much at $31.50 - how low can it go?
