That is the price PDN have said they will restart it , but it is not the price they make money on it. It would be cash flow at 50 but PDN have said they will not waste this resource by producing at a marginal profit .
Note also that while KM is on C and M, PDN are working on processes that will reduce costs further at start up.
Lastly we must remember a lot of U contracts are LT contracts thus a LT price of 70 May be a spot price of 50 so when looked it that way , it's not as far away as it may seem on an initial look.
A change in the demand supply balance can have big impact on price up or down , one has to only look at IO , oil , nickel etc to see how Price reacted over the 2000-2013 period due to demand and supply imbalances.
Not suggesting U price will go back to 140 , but a LT contract price of 70 is a distinct possibility
