Why speculate on costs, big or small? We dont know yet.
Doubt its a political hurdle - the govt are taking a cut of their revenues! They want this up and running. Their GDP is currently prone to the whims of the commodity cycles. Diversifying into uranium, gold, metals makes strategic sense IMO.
