I doubt it. Even in a worse case scenario, they warehouse or store their unprocessed bulk in one location and transport it to a processing plant 100km up the road. Sure added costs, but there's way to get water if you need to.
do we really care if transport and real estate costs blow out by a couple of million to sure up a supply?
