I'm sure all holders are aware of the current situation in Queensland. As you say to really fire that needs to change so buyers are currently speculating that will happen at some point.
Nothing wrong with this - its called getting in before the fact. You can buy after the fact and miss the potential windfall or not buy at all if you don't believe it will ever happen. Or just trade it technically - if you like.
