They have disclosed that they could scale up, on the current site, so if the economics are this good and the demand / contracts are there, it would seemingly make sense to do it all at once, but...who knows how they'll roll it out. Amazing how it's all coming together so well for them though. Impressive insight and leadership to bring this together, not only for commercial reasons, but also as a 'fix' for the ESG element too, which we all know is massively important to get banking + investor support.
