    It is largely about the taxes for the governments pushing the legislation.

    But also it is about monetizing a new product.

    The endless printing of money required to keep the economies for imploding constantly needs to find new asset classes that can be monetized to prevent inflation showing up in traditional areas which would lead to figurative lynchings of the established ruling classes.

    Monetizing hot air which is what they are trying to do at Copenhagen will provide a new asset class that can be driven into a bubble - allowing the bankers to make trillions, and symbiotically allowing the overspending governments to collect the taxes and keep up the monetary inflation they need as a panacea to misdirected overspend.
