Comsec allows you to buy shares upto $25K for blue chips and I think upto $10K for any other without having any funds in your account. However, on settlement day, you need to have the funds into your account.

OMS, The funds must be in your trading account by settlement day...however, in this particular scenario, our concerned friend has stated that he doesnt have the $20K to execute the transaction...but if he sells before 4pm tomorrow, he should be ok.
