Thanks for the two links you shared. After years of Slumber, I find the western world waking up to the REE threat they face forcing them to devise a strategy I find only to be defensive in nature as they tinker on the edges? Why I say tinker? Because the Western World is a prisoner to the wardens of the ClimoChangeSchitzophrenics and the EnviroJihadis. Unless the WW gets serious about its real REE problem, they will always be "Johnny Come Lately".
Lastly, I think I can safely say you are keeping your powder dry so you can pounce on ETM when you deem it safe to?
