what is permanent is that a voice will represent 'some'. the fluid bit is that that 'some' may change markedly over time. this has the capacity to cause can nflict imo
it gets murky when people get classified and reclassified as belonging to a group meant to have a constitutional right to a voice.it may get messy when someone feels their constutuonal rights have been removed because they are no longer aboriginal enough .
