Free trade or not, things can change and exceptions can be made.
Most importantly Tesla is the largest Li battery producer and consumer outside of China. Tesla also needs batteries for manufacturing plants outside of USA and for cars made in USA for export. Additionally, lithium is required for power walls and grid scale batteries. IRA will benefit all producers but material sourcing and tracking will be necessary to take advantage of available subsidies.
