The only way for Obama to stop other countries building coal stations is if he is asked for funding.
there are investors out there who will go in with smaller independent coal fired power stations especially in Africa.
I see Nigeria, Botswana, Tanzania, Kenya and Zambia going down this route. the Chinese wand Indians will build these smaller coal stations. Whilst giving the middle finger to Mr Obama.
