It's a flight to safety. There is still the deluded belief the USD is a safe place to be in times of economic turmoil, but it won't last. The USD will ultimately crash. You can't print $trillions and $trillions of dollars and expect zero consequences. When the USD does crash, anyone not in gold or other hard assets will be wiped out. Then you will see more images like the one you have posted above.
