Yes they are. In exactly the same way that Hitler was a total Nazi, until armed and funded and equipped by foreign interests (yes, the U.S. did the lions share of that debacle too). IS might be Islamotards but without weapons and training from the U.S and Saudis etc they'd just be another pool of stale air in the desert.
