The cost of a replacement Renault Zoe battery is 8,100 Euros or about about $13K AUD. This care is about the size of a Kia Rio which is too small for the average buyer.
This means that the EV would have to be scrapped once the battery needs replacement.
A used EV buyer would have to account for that which would make a used EV over 10 year old virtually unsaleable or at best very cheap.
To overcome both initial high price &high battery replacement costs , Renault offered its EVs new with a monthly lease payment charge for the battery ( in other words the buyer bought the EV minus the battery) but the battery lease payments + the cost of charging was still more expensive than fuel for a comparable sized ICE.
IMO, the initial EV price has to come down at least 30% and replacement batteries will have to come down by at least 50% before the free market switches.
Legislated change is a different matter and for many smacks of Socialism.
Perhaps there is a economic solution for countries like Aus to fit solar trickle chargers to EV roofs to defray charging costs
